This is so frustrating to know, one is banned your IP from accessing the forum. You went to that page seeking some kind of useful information, but you found yourself banned from accessing that page.
It doesn’t mean that you are spamming their they’ve banned you. If the forum administrator find some kind of unusual activity on their forum from specific IP address then they’ll simply ban that IP/IP range, that can affects other computers on the same network.
Again, Google going to help you sorting out this problem:
If you come to that page by doing a search on google then you’re so lucky. While crawling particular page for indexing purpose, Google stores a cached copy of that page on their servers. The ban is only affects some set of IP address. If you cant see the page it doesn’t mean google also cant see the page. The original page is not visible to those who came from *banned* IP address.
The trick :
When you reach a page doing google search and saw a notice similar to that of shown in above image. if you are using Google-Chrome browser then you can simply visit cached copy of that page by adding a word before the URL “cache:” in address-bar, OR you can search google for that url followed by the word “cache:” See the image given below to get Idea what you have to do.
